Kashmir Conflict states that information has leaked, despite an Indian regime media blackout, that Kashmiri families in the Kandi-Kegam and Panzgam areas adjoining the Northern Kupwara Brigade Headquarters are being forcibly evacuated to make way for an expanding Corps Headquarters. Those who refuse to vacate their land are being threatened with consequences.

This is a war crime. The forcible and permanent displacement of an indigenous civilian population from their land and homes by an occupying military power to expand its own facilities is explicitly prohibited under the Fourth Geneva Convention and constitutes a documented component of the structures of genocide under the frameworks established by Raphael Lemkin and the UN Genocide Convention.

The information has leaked. If accurate, similar evacuations are likely already underway or imminent across other LoC-adjacent areas of Kupwara and beyond. The strategic motivations are multiple: removing local communities that provide ground-level support to the resistance, clearing terrain that could serve as staging ground for resistance operations, eliminating the risk of local Kashmiris confronting Indian forces directly if cross-LoC conflict escalates, and providing the Indian regime with the ability to allege civilian protection as justification after the fact, given its long and documented history of massacring Kashmiris during operations in exactly these areas.

Whatever the Indian regime's stated rationale, the outcome is the same. Kashmiri families are being removed from their ancestral land at gunpoint to make space for a military headquarters of an occupying power. That is not administration. It is ethnic cleansing, and it is happening now, in Kupwara, while the Indian regime's media suppression machine attempts to ensure the world does not see it.
