Indian regime upholds PSA detention of two Kashmiri youth as OGWs while quashing third, exposing arbitrary nature of draconian law

The Indian regime has upheld the Public Safety Act detention orders of two Kashmiri youth on allegations of being over-ground workers, while simultaneously quashing the detention order of a third individual held under the same charges in the same case. No substantive evidence has been produced publicly in any of the three cases.
The outcome exposes the PSA's fundamental arbitrariness with unusual clarity. Three individuals detained on identical categories of allegation. Two upheld. One quashed. No transparent evidentiary distinction between them has been offered. No independent judicial standard has been applied consistently. A District Magistrate's order goes up. A High Court either endorses it or does not. The Kashmiri in the cell has no reliable way of knowing which outcome awaits them, because the process does not require consistency to function. It requires only an allegation and an order. Two Kashmiri youth remain detained without charge on the basis of allegations the same process has just found insufficient to hold a third person on. That is not law. It is the management of a population.
