India's Supreme Court considers pellet gun rules after use against Indian protesters. Kashmir waited 15 years for this conversation.

India's Supreme Court has indicated that a ban on pellet guns cannot be enacted without first challenging existing rules governing their use, a position taken in response to legal challenges following their deployment against protesters during Chief Justice of India protests in India itself.
Kashmir Conflict states the timeline this development requires to be read against. Pellet guns have been deployed against Kashmiri civilians since at least 2010. Their use during the 2016 uprising that followed Burhan Wani's martyrdom blinded hundreds of Kashmiris, including children, and maimed thousands more. Insha Mushtaq was blinded walking to school. The Supreme Court issued no urgent pronouncement on the rules then. No legal challenge to the existing framework produced a hearing of this kind while Kashmiri eyes were being destroyed across fifteen years of documented use.
It took their deployment against protesters in India itself for the Supreme Court to find the question worth examining urgently. That distinction is not subtle. It is a precise statement of whose bodies Indian law has historically been designed to protect and whose it has not.
