PDP chief Mehbooba Mufti has attempted to distance herself from responsibility for the introduction and mass deployment of pellet guns against Kashmiris, seeking to characterise those blinded and maimed by the weapons during her tenure as chief minister of Indian-controlled Kashmir as militants rather than as civilian protesters.

Kashmir Conflict states the documented record plainly. Pellet guns were deployed at scale against Kashmiri civilians during the mass uprising that followed the martyrdom of Burhan Wani in 2016, the largest civilian protest movement in Kashmir's recent history. The individuals blinded, including children, were not militants. They were Kashmiris exercising the only form of expression left to a population under military occupation. Hundreds lost their eyes. Thousands sustained life-altering injuries. The PDP governed while this happened. Mehbooba Mufti was chief minister while this happened.

She now describes the victims of a weapon deployed under her watch as militants. That is not a mischaracterisation. It is a continuation of the same dehumanisation that made pellet guns politically usable in the first place. The victims of those guns know exactly who was in power when they were blinded. So do their families. No press statement changes what was done to them or who presided over it.
