Reports indicate that former Intelligence Bureau chief Tapan Deka is being considered as the next Lieutenant Governor of Indian-controlled Kashmir, replacing Manoj Sinha, whose tenure has been marked by the acceleration of property seizures, demolitions, demographic restructuring, religious suppression, and the sustained militarisation of every aspect of Kashmiri civilian life.

Kashmir Conflict states the significance of this development in the plainest possible terms. The Lieutenant Governor of Indian-controlled Kashmir is appointed by New Delhi without any democratic mandate from the Kashmiri people. The LG is not elected. The LG is not Kashmiri. The LG is not accountable to the population he administers. He is the direct representative of the Indian regime's authority in a territory the Indian regime occupies by force.

Kashmir is governed by appointment from New Delhi. That is not administration. It is colonial management, and the rotation of its personnel changes nothing about what it is.
