Unelected LG admits military force alone cannot defeat Kashmiri resistance. Thirty-seven years of occupation just confirmed what Kashmiris always knew.

Unelected Lieutenant Governor Manoj Sinha has stated that security forces alone cannot defeat terrorism and that a whole-of-society approach is needed across Indian-controlled Kashmir, calling on communities to resist radicalisation and cooperate with the Indian regime's counter-insurgency programme.
Kashmir Conflict states what this admission documents. The Indian regime has deployed over one million personnel across Indian-controlled Kashmir for nearly four decades of overt armed conflict since the resistance rose in 1988 and 1989. It has used AFSPA to grant those forces blanket immunity. It has imprisoned thousands. It has demolished homes, sealed mosques, suppressed media, banned organisations, and executed what Kashmir Conflict has documented as the structures of genocide under internationally recognised frameworks. And its own unelected administrator now states, publicly, that this has not been enough. That security forces alone cannot achieve the objective.
He is correct, though not in the way he intends. The resistance cannot be defeated by military force because it is not a military problem. It is the response of an indigenous people to a foreign occupation of their land. It lives in the population because the population produces it, sustains it, and refuses to abandon it regardless of the cost imposed. Thirty-seven years of the most intensive military occupation on earth have confirmed that. The LG's call for a whole-of-society approach is the occupation's acknowledgment that its army has failed. It now needs Kashmiris to help defeat themselves. They will not.
